Monster 4x4 World Circuit
The nice thing about "value" priced games is that they don't mislead you with costly delusions of grandeur. They're cheap is as cheap does, to pilfer a phrase, and though there are a few mis-marketed gems in the bargain bin, Monster 4x4 World Circuit isn't one of them. It's just a derby-style monster-truck driving game of honest-to-goofiness that's at peace with its inner-step-child heritage.
Looks homely, lacks polish, has few friends (i.e. no online multiplayer), but costs less than a ten-gallon baseball cap and a tanktop, so why not give 'er a go? It's not particularly ambitious, obviously, and doesn't need to be. Why pretend at wheel reinvention anyway? It's a driving game; gas, brake (optional), steer, go to it. Romp 'em stomp 'em, trick-riding, hard-driving, turbo-boosted 4X4 fun. Nothing less and not even close to more, but you can't beat the sticker price.
