Sony opens PlayStation Store to PC users
Sony Computer Entertainment America (SCEA) just opened the PlayStation Store to PC users in North America, which, among other things, enables access to PlayStation Portable downloads without using a PlayStation3.

Sony Computer Entertainment America (SCEA) today unveiled PlayStation Store for the PC in North America, enabling PlayStation Portable (PSP) users to access PlayStation Network games, video content and services over the Internet through a personal computer at store.playstation.com. This new free service allows users to establish a PlayStation Network account, download free content or purchase content directly from the Store via PC and on to their PSP without the use of PlaySation3 (PS3).

Current PSP users will be able to use their current Network accounts and "virtual wallets" by logging in on a PC with their existing username and password.
